Trump Overruled His Own Agencies, Which Had Approved Disaster Aid, to Deny It to Four States That Voted Against Him

Trump personally overruled his own agencies to deny federal disaster aid to four Democratic-led states, New Jersey, Massachusetts, Rhode Island, and New York, after the regional FEMA offices and the National Oceanic and Atmospheric Administration had determined that all four met the requirements for aid following a record-breaking February blizzard.

The detail that makes this more than a policy dispute is that the career agencies said yes. FEMA and NOAA reviewed the damage and concluded the states qualified; the president reversed them. That is the documentary version of a pattern this tracker has traced in the abstract, that federal money is being steered by how a state voted, now visible in the gap between what the agencies recommended and what the White House decided.

Oregon got the same treatment on a separate track. The administration denied FEMA firefighting-assistance grants for two of the state's most significant 2026 wildfires, approving three of Gov. Tina Kotek's five requests and denying the other two, and separately denied Oregon's disaster declaration for major winter-storm damage. Sen. Jeff Merkley condemned the winter-storm denial; Colorado's governor accused Trump of playing “political games” after his own state's requests were denied.

The conduct sits alongside the 24-state lawsuit over FEMA funding conditions and the court-admitted, politically-targeted clean-energy grant cancellations. Denying disaster relief that your own experts approved, to states that did not vote for you, is the use of emergency aid as a partisan instrument (see More Than Two Dozen States Sue Over Trump's Demand That They Change Their Elections and Help ICE to Get Disaster Aid, Trump Denies $227 Million in Blizzard Aid to Four Blue States Two Days After Approving Aid for Six Red Ones and In Court, the Administration Admits It Canceled 284 Clean-Energy Grants Based Solely on Whether a State Voted for Trump).
