On September 18, 2026, Trump signed a proclamation extending until September 21, 2027 the restriction on entry of certain nonimmigrant workers that attaches a $100,000 payment to H-1B petitions.
The extension's notable feature is what it extends. A federal judge held the policy unlawful in June and enjoined it, and the ruling is on appeal in the First Circuit. The proclamation continues it for another year while that appeal is pending.
The figures the proclamation cites in its own defense are the administration's own: it credits the policy with a 92 percent and 97 percent drop in certain petition categories and points to roughly 700 petitions. Those are claims made inside the document, not independent findings.
As of this writing the proclamation had been published on the White House site but had not yet appeared in the Federal Register.
