On July 21, 2026, Health Secretary Robert F. Kennedy Jr. and CMS Administrator Mehmet Oz announced a pause on roughly $1 billion in Medicare and Medicaid payments to California and Minnesota, citing “suspected fraud and noncompliance.” Kennedy's framing put the burden on the states: “If those states want that money they need to provide documentation that these payments are legitimate.”
Reuters reported that neither Kennedy nor Oz presented any new evidence of fraud. The two states share one obvious characteristic, and it is not their billing practices: both are Democratic-led, both are in active litigation with the administration, and both have been targets before. This is the second funding freeze aimed at California, after the $1.3 billion home-health freeze that accompanied Vance's “fraud czar” campaign, and Minnesota has separately had Medicaid funds withheld amid its standoff over the ICE shooting evidence.
The pattern this joins is documented across this tracker: FEMA disaster aid approved for red states and denied to blue ones, hazard-mitigation grants cut from Democratic states, and now health-program money paused on an unevidenced fraud theory. States have challenged and beaten similar freezes in court, and California and Minnesota are expected to sue (see Vance Announces a $1.3 Billion Medicaid Deferral for California and Threatens Every State's Medicaid Fraud Unit Funding, Vance Halts $259 Million in Minnesota Medicaid Payments Over Fraud, and Walz Calls It Retribution and Trump Denies $227 Million in Blizzard Aid to Four Blue States Two Days After Approving Aid for Six Red Ones).
